We work with communities -- municipalities, land banks, port authorities, and counties -- and private brownfield property owners. We are a valued partner in developing and implementing brownfield revitalization strategies, particularly seeking out a combination of state and federal brownfield funding opportunities to ensure the success of every brownfield revitalization project.
Brownfield Grant Writing
Prepared and implemented $18.5M in successful brownfield applications for municipal and private sector clients in Ohio, Indiana, and West Virginia from multiple agencies involving USEPA Brownfield Assessment grants, Ohio Department of Development (ODOD) Clean Ohio/Jobs Ohio brownfield grants, and ODODs Abandoned Gas Station grants.
Brownfield Site Assessment and Cleanup
Managed Phase I and Phase II Property Assessments under ASTM and Ohio EPA VAP protocols and the Bureau of Underground Storage Tank Regulations (BUSTR); prepared technical reports, remedial action plans, and implemented remedial alternatives. Prepared Further Action (NFA) Letters for brownfield properties including former automotive manufacturing facilities, refineries, and dry cleaners under Ohio EPA’s VAP, and underground storage tank sites under BUSTR.

With nearly 40 years of experience in the brownfields arena, Larry S. Smith, P.E. has conducted Phase I and II environmental site assessments, prepared remedial action plans, overseen remediation activities, and prepared No Further Action (NFA) letters under Ohio Voluntary Action Program (VAP). Larry specializes in preparing successful brownfield grant applications and overseeing the brownfield programs on behalf of his clients – land banks, port authorities, and counties -- and private brownfield property owners. He has assisted in securing $7.5M in USEPA brownfield assessment, remediation and RLF grants; $8M in ODOD Brownfield Remediation/Clean Ohio grants; and $3M in ODOD Abandoned Gas Station Assessment/ Cleanup grants.
Larry is an Ohio EPA Voluntary Action Program (VAP) Certified Professional (CP), and Ohio Professional Engineer. He has a Bachelor of Science in Chemical Engineering from the University of Cincinnati. Larry was on the original rule-making committee for OEPA’s VAP program.

$500,000 USEPA Brownfield Community-wide Assessment Grant. Montgomery County Land Bank Montgomery County, Ohio. Brownfield Technical Advisor.
Assisted the Montgomery County Land Bank in preparing their successful $500,000 USEPA Brownfield Community-wide Assessment grant application. Providing technical brownfield management to the MCLB’s Brownfield Taskforce for implementation of their USEPA brownfield grant, and assisting in the MCLB’s strategic brownfield planning for communities in the County. Overseeing the two environmental consultants who are conducting the Phase I and Phase II environmental site assessments under the program, and acting as the liaison between the MCLB, consultants and USEPA.
$397,427 Clean Ohio CORF Brownfield Remediation Grant and VAP No Further Action Letter. City of Geneva, Ohio. Project Manager and VAP CP.
Assisted the City of Geneva in successfully securing a $397,427 grant under JobsOhio and the Ohio Development of Development (ODOD) for the cleanup of the former True Temper facility. Prepared the environmental components of the grant, including remediation cost estimating, and preparation of the remedial action plan. Implemented the remediation grant which included removing approximately 3,000 tons of soil contaminated with PCBs and polynuclear aromatic hydrocarbons from two areas of the Property. Prepared VAP No Further Action (NFA) letter for the property and received Covenant Not to Sue from Ohio EPA. The adjacent property owner purchased the property and doubled the size and number of employees in their operations of specialty steel fabrication.
$100,000 ODOD Abandoned Gas Station UST Removal/Assessment Grant and $100,000 ODOD Remediation Grant. Ashtabula County Port Authority, Former Austinburg Gas Station, Austinburg, Ohio. Project Manager.
Assisted the Ashtabula County Port Authority in completing a $100,000 grant under the ODOD Abandoned Gas Station grant for the former gas station in Austinburg, Ohio.Prepared the environmental components of the grant application, including the work plan for conducting the UST removal and Tier 1 Site Assessment under BUSTR. Implemented the work, which included removal of four USTs, closure sampling, preparing the BUSTR UST Closure documents, and conducting a Tier 1 Site Assessment. Assisted in preparing and implementing a second ODOD grant application for $100,000 to remediate petroleum-contaminated soil. A BUSTR NFA letter was awarded for the property, which is being redeveloped into a recreational area for the community.
